TTUHSC's graduate nursing tracks from a Vermont home
TTUHSC's licensure page marks Vermont as meeting requirements for its graduate tracks and places no bar on its residents. What sets Vermont apart is who may teach you: its Board of Nursing narrows APRN student preceptors to Vermont-licensed APRNs and physicians, which trims the search before TTUHSC's own approval even begins.

Vermont's short list of eligible preceptors
The Board's own FAQ settles the preceptor question. Vermont lets exactly two professions take on an APRN student: nurses in advanced practice and physicians. Either one needs an active, unrestricted Vermont license, hands-on experience matching your track's role and population, and a direct working line to your program's faculty. Physician assistants are left off the list.
Compare that with Texas, where the rule behind TTUHSC's programs also allows other currently licensed clinicians who can supervise at an advanced practice level. So in Vermont, match the population closely: a family-focused clinician for FNP rotations, a psychiatric one for PMHNP work. What Vermont's rules say about programs from elsewhere
Under rules in effect since May 2023, the Board forbids operating a nursing education program in Vermont without its approval, apart from online-only offerings cleared by the state Agency of Education. Nothing located for this guide, in rule, statute or Board FAQ, speaks directly to a school from another state placing a student at a Vermont clinical site, and the licensing law's student exemption is written around Board-approved programs. Given that gap, raise any Vermont site with your program director before you commit to it.
Where Vermont stands on TTUHSC's disclosure
TTUHSC holds graduate clinicals in the student's home area, and the School of Nursing approves the preceptor and the facility separately.

Meets means eligible to apply, not admitted. Because regulations shift, TTUHSC's graduate pages decline to promise at application that students from certain states can be accepted, and they route anyone applying from beyond Texas to the Admissions Team.
License, practice and the New York line
Vermont started honoring multistate RN licenses in February 2022. Board Rule 4.1 lets you work in Vermont on a multistate license issued by another compact member, right up until Vermont becomes your primary residence. TTUHSC's MSN wording asks for an unencumbered, current RN license issued by Texas, or else a compact multistate license, so a Vermont resident fits best with Vermont's own multistate license; DNP applicants may use any state's RN license, provided it is current and unencumbered (RN license guide).
On AANP's map Vermont is full practice, but its newest NPs start out partnered: until they log 24 months and 2,400 hours, each works under a collaborating agreement signed with a physician or APRN licensed by Vermont.
West of Vermont lies New York, where TTUHSC is unable to accept graduate students; relocating there would take the graduate tracks off the table. Relocation anywhere calls for telling TTUHSC at least 60 days in advance, and the destination state's approval turns on your specific placement plan, case by case (moving guide, New York).
Burlington, Rutland and Lebanon-Claremont
Burlington-South Burlington is Vermont's only metropolitan area; Rutland and the Lebanon-Claremont area, which straddles the New Hampshire line, are smaller hubs. The University of Vermont Health network takes in three hospitals: Porter, Central Vermont and UVM Medical Center. Outside that network sit Rutland Regional Medical Center and, as part of Dartmouth Health, Southwestern Vermont Medical Center. They are examples only; each decides on students for itself.

Questions TTUHSC students ask
Could a PA serve as my Vermont preceptor?
Not for APRN clinical hours. The Board's FAQ names only two eligible preceptor types for APRN students, advanced practice nurses and physicians, and both must hold an unrestricted Vermont license plus experience in your role and patient population. Physician assistants are expressly excluded. Whoever you propose, TTUHSC's staff and faculty still make the approval call.
Is TTUHSC's online PMHNP open to Vermont residents?
The PMHNP, like TTUHSC's other MSN NP tracks, shows Meets for Vermont, so the application is open to you. Admission remains TTUHSC's decision, and the school asks non-Texans to verify eligibility through Admissions before applying. Your preceptor would be a Vermont-licensed APRN or physician with psychiatric-mental health experience.
I hold another state's multistate license. Is that enough in Vermont?
For working in Vermont, Board Rule 4.1 accepts it until Vermont turns into your primary residence. Once Vermont is home, the multistate license should be Vermont's own, and that license also satisfies TTUHSC's MSN requirement for a Texas or compact multistate RN license.
Do new Vermont NPs need a collaborating agreement?
For a stretch, yes. Vermont lets NPs practice independently only after they pass 24 months and 2,400 hours; before that, each needs a Vermont-licensed physician or APRN as a collaborating partner. That is worth raising early with any newly licensed NP who offers to teach you.
