What TTUHSC's closed-state note means in Pennsylvania
Pennsylvania is one of the ten states TTUHSC's licensure page marks with the sentence "TTUHSC SON is unable to accept graduate students from this state." While you live there, no TTUHSC graduate nursing track, from the MSN NP options to the BSN to DNP, can take you. A move is what changes that, and Pennsylvania's rules, including its recent compact start, shape the plan.

Reading TTUHSC's tables from a Pennsylvania address
Pennsylvania's MSN APRN row on the licensure disclosure reads "Meets", but the double asterisk rides along with it, and the Nurse-Midwifery and BSN to DNP tables mark the state the same way. So long as your home is in Pennsylvania, TTUHSC's graduate nursing tracks stay closed, whatever license you carry.

Moving: eligibility first, then the license
Texas, and any state without TTUHSC's double asterisk, puts the graduate tracks back on the table. Because regulations shift, TTUHSC's graduate program pages explain that the School of Nursing can't promise at the point of application to accept students from certain states, and they send out-of-state applicants to its Admissions Team. Check your future state with them first.
Licensing is where Pennsylvania nurses have a newer edge. The compact was fully in place in Pennsylvania by July 7, 2025, and the board now lets nurses with an active, unencumbered multistate RN or LPN license practice in the state under it. Pennsylvania's rules for students and NPs
For outside programs, Pennsylvania's board asks for little. Its rules and website set out no pre-placement approval for out-of-state or distance programs, and the one distance form it offers is for schools already on its own approved list.
Its most useful student rule works in favor of licensed nurses. Say you hold an RN license from Ohio or from a Canadian province and study in an accredited BSN or graduate program: 49 Pa. Code §21.118 lets you complete that program's clinical requirements in Pennsylvania on your existing license, provided you take no pay beyond a stipend, scholarship or award tied to the program. A paid RN job there on the side is another matter, needing endorsement and a temporary practice permit.
Pennsylvania's rulebook for nursing schools is mid-rewrite. The Independent Regulatory Review Commission received the final-form package, #16A-5141, on September 8, 2026 and slated a public meeting for October 15, 2026, and §21.118 comes through the final annex in substantially its current shape.
Reduced is AANP's word for NP practice in Pennsylvania. The written agreement with physicians lasts an NP's whole career, and prescribing needs collaborative agreements with a minimum of two physicians. Questions TTUHSC students ask
Can I take TTUHSC's online nurse-midwifery program from Pennsylvania?
Not while you live in Pennsylvania. TTUHSC's Nurse-Midwifery table carries the same note as its NP tables: the School of Nursing is unable to accept graduate students from the state. Once you are enrolled from an accepted state, midwifery placement is coordinated with TTUHSC faculty and site coordinators, and Admissions can confirm a new address before you apply.
My Pennsylvania license predates the compact. Is it multistate?
Pennsylvania's multistate licensing only took full effect on July 7, 2025, so do not assume. Confirm your license type with the Pennsylvania board, because TTUHSC's MSN tracks accept a compact multistate license or a Texas license, and a single-state license from outside Texas is neither. Which states around Pennsylvania does TTUHSC accept graduate students from?
New York, to the north, shares Pennsylvania's "unable to accept" note. Ohio, West Virginia, Maryland, Delaware and New Jersey do not; each of their MSN APRN rows reads "Meets" with no double asterisk. I'm a TTUHSC student and may relocate to Pennsylvania. What now?
Put the School of Nursing on notice early. A two-month minimum applies: TTUHSC wants 60 days' notice from any graduate online student before a move across state lines, and approval in the new state hinges on a case-by-case look at the proposed placement.
