Three conditions in Oklahoma's rule
Before an out-of-state program that prepares students for a first nursing license can run clinicals in Oklahoma, the Oklahoma Board of Nursing expects to grant permission. Students who are already RNs, enrolled in an APRN program elsewhere, are treated differently: OAC 485:10-5-12(c) gives them a way to train in Oklahoma clinicals and preceptorships without that permission, once three conditions are met.
- Your RN license authorizes practice in Oklahoma, with no encumbrance on it.
- Your clinical faculty overseer is licensed in Oklahoma, unencumbered, at the level taught or a higher one.
- TTUHSC's program meets Oklahoma's APRN education standards.
Condition one sits with you, and a multistate license issued by Oklahoma handles it. Conditions two and three belong to TTUHSC, so ask your program director how TTUHSC meets them before anyone schedules an Oklahoma rotation.
Campus days are a regional drive
Oklahoma meets Texas along the Red River to the south and along the Panhandle to the west. TTUHSC's Amarillo campus sits in the Texas Panhandle, and its Dallas branch campus and Mansfield site are in North Texas, the part of the state nearest Oklahoma City and Tulsa. Lubbock, home of the School of Nursing, is where MSN students sit their OSCEs.
Plan around the track you pick. An MSN nurse practitioner or midwifery student needs to be on campus for 7-8 days in all. The BSN to DNP brings you in every semester, usually for a day or two, with sessions split among Lubbock, Austin and Dallas, while Post-Master's DNP intensives meet twice a term for about three days, centered on Lubbock with side trips to Austin and Dallas. A Meets result lets you apply; it does not decide admission. TTUHSC's graduate pages say rule changes can leave eligibility for some states open when an application arrives, and they ask applicants from outside Texas to confirm with the Admissions Team first.
Compact license and restricted practice
Compact licensing in Oklahoma dates to January 2018. A current, unencumbered multistate license from Oklahoma answers the MSN's requirement of a Texas or compact license and the first Oklahoma condition in one step (license guide).
AANP classes Oklahoma as restricted. Prescriptive authority there requires a written statement documenting physician supervision for 6,240 hours, and NPs may not prescribe Schedule II drugs. Oklahoma has not adopted the APRN Compact.
A state tax credit for primary care preceptors
The Preceptor Tax Credit Program came out of HB 3351, passed in 2024. Administration falls to the Oklahoma Health Care Workforce Training Commission. Physicians, PAs and APRNs holding Oklahoma licenses and delivering primary care in the state can claim a credit against income tax for precepting, and APRN students count. Each rotation equals 160 hours. A preceptor can claim no more than ten rotations in a calendar year, and claims are honored in order of arrival until the money is gone. The credit is nonrefundable and applies to tax years 2026 to 2035; whether a given rotation qualifies is the Commission's call.
Oklahoma City, Tulsa and the borders
The Oklahoma City and Tulsa metros dwarf Lawton and Enid. Big names in Oklahoma care include OU Health, the University of Oklahoma's academic health network, plus INTEGRIS Health, Saint Francis Health System, Hillcrest HealthCare System and SSM Health St. Anthony. They mark where clinicians work, not places TTUHSC sends students.
Three neighbors need care. Arkansas and Colorado are closed to TTUHSC graduate students, and Kansas is marked Does not meet for Nurse-Midwifery and the BSN to DNP. Tell TTUHSC at least 60 days before any move (moving guide).

It depends on where you live. The Panhandle sits next to TTUHSC's Amarillo campus, while Oklahoma City and Tulsa are closer to the Dallas and Mansfield sites in North Texas. MSN OSCEs happen in Lubbock, and BSN to DNP intensives rotate among Lubbock, Austin and Dallas.
Does a compact license from another state satisfy Oklahoma's rule?
Oklahoma's condition speaks of an unencumbered RN license good for practice in Oklahoma. A multistate license issued to an Oklahoma resident fits that and the MSN's compact rule together. If a different compact state issued your license, ask TTUHSC how it reads the Oklahoma condition before you plan a rotation.
Is TTUHSC's BSN to DNP open to Oklahoma nurses?
Yes. Oklahoma shows Meets on the BSN to DNP table. The program admits in Summer only and calls for at least 1,080 clinical hours, done locally with approved preceptors and help from the preceptor team. Can I study TTUHSC's online FNP from Tulsa?
