California and TTUHSC's graduate nursing programs
Beside California, TTUHSC's professional licensure page prints a short note: "TTUHSC SON is unable to accept graduate students from this state." While your home is in California, none of TTUHSC's online graduate tracks, whether NP, midwifery or BSN to DNP, can enroll you. Moving to Texas, or to a state TTUHSC accepts, changes that, and California's rules for outside NP programs are worth knowing.

What the note means for each TTUHSC program
California's row for the MSN APRN tracks still reads "Meets". The double asterisk and its note sit on top of that, and the same note repeats in the Nurse-Midwifery and BSN to DNP tables. For a California resident, the deciding fact is your address during the program, not the license you hold.

Planning a move out of California
Change the address and the answer can change. Texas, or any state without the double asterisk, reopens the graduate tracks. TTUHSC's program pages add that shifting regulations keep the School of Nursing from promising, at application time, that it can take students from a given state, so confirm eligibility with its Admissions Team for the address you will have when classes begin.
Plan the license at the same time. California has not joined the Nurse Licensure Compact, and NCSBN's compact map shows no bill pending there. TTUHSC's MSN tracks call for a current, unencumbered Texas RN license or a compact multistate license, which a California license alone is not, so allow time for a Texas license. How California treats NP students from other states
California asks a great deal of an outside NP program. Its regulation, 16 CCR ยง1486, makes a non-California program win prior approval from the Board of Registered Nursing before any student starts a rotation in the state, and the Board decides at one of its meetings. The approved program must then meet national NONPF and AACN criteria and cover California's NP statutes and standardized procedure requirements in its teaching.
The rule reaches students and preceptors as well. A student in such a program needs a current California RN license to join a California rotation, and each preceptor must be California-licensed in their field and qualified in the student's NP population, with agency, preceptor and program signing a written agreement.
AANP classes California as restricted: in certain settings and procedures an NP works under a standardized protocol agreement, subject to exemptions from the BRN. Kaiser Permanente (Oakland), Sutter Health, the six academic centers of University of California Health, Stanford Health Care and Cedars-Sinai rank among the state's major systems, and the Los Angeles metro alone held about 12.8 million people in 2025.

Questions TTUHSC students ask
Can I take TTUHSC's online FNP while living in California?
Not while California is home. TTUHSC lists California among the states whose graduate students its School of Nursing cannot accept, and the MSN FNP falls under that note. If you are relocating to Texas or a state without the mark, contact TTUHSC's Admissions Team before applying and give them the address you will have when the program starts.
I'm already a TTUHSC student. What happens if I relocate to California?
TTUHSC requires graduate online students to give notice at least 60 days before moving to another state, and board approval is weighed case by case against the placement you propose. California carries the "unable to accept" note, so talk to your program director before committing to the move. The moving guide explains the notice.
Which of California's neighbors can TTUHSC graduate students live in?
Two of the three states that border California, Oregon and Arizona, carry the same note on TTUHSC's licensure page. Nevada does not: its MSN APRN row reads "Meets" with no double asterisk. Read the Nevada and Oregon guides, then confirm your new state with Admissions before you apply.
Are TTUHSC's BSN programs an option for Californians?
The Traditional and Accelerated BSN are taught on TTUHSC's Texas campuses, and faculty place students in clinical sites, so they suit students who will live in Texas for the program. Traditional BSN cohorts run in Abilene, Amarillo, Lubbock, Odessa and at the Mansfield site near Dallas. The BSN programs page covers each option.
