Virginia nurses on TTUHSC's online graduate tracks
Virginia appears on TTUHSC's licensure page as meeting requirements for the graduate nursing tracks, without the note that shuts some states out. On the state side the road is unusually clear: Virginia's Board of Nursing has no approval process for schools based elsewhere or for programs serving already-licensed nurses, so a Virginia rotation turns mainly on TTUHSC's own approvals and on your preceptor.

A board that leaves visiting graduate programs alone
Virginia's Board of Nursing tells visitors to its education page that it neither regulates nor approves programs run from other states, or programs for nurses who already hold a license. The Virginia rules nurses tend to hear about, such as keeping 80 percent of clinical hours inside the state and the Board's clinical-site approvals under 18VAC90-27, bind Virginia's own prelicensure programs rather than a TTUHSC NP track.
Two approvals still matter before hour one. TTUHSC's School of Nursing staff and faculty sign off on your preceptor and, separately, on the facility; the facility, for its part, decides whether to host a student, often only once an affiliation agreement is in place.
Virginia's licensure exemption, and TTUHSC's own rule
Section 54.1-3001 of Virginia's code contains a carve-out: an RN whose license from another state, DC or a U.S. territory is current and unrestricted may perform the clinical work an advanced nursing program's curriculum requires without holding a Virginia license. It reaches that required clinical work and nothing more.
TTUHSC's requirement is the one to plan around, though. Its MSN asks for a current, unencumbered Texas RN license or a compact multistate one. Virginia has been a compact member since January 2018, so a multistate Virginia license qualifies, while a license valid only in one non-compact state falls short of TTUHSC's wording whatever Virginia permits. What each TTUHSC track means in Virginia
TTUHSC's graduate clinicals are home-area clinicals, so the licensure page is the first filter for a Virginia resident.

A Meets mark is not a seat. With regulations in motion, TTUHSC's graduate pages decline to promise at the application stage that students from certain states can be taken, and they ask anyone applying from outside Texas to check with its Admissions Team.
Practice agreements and Virginia's preceptor incentive
AANP lists Virginia as restricted. Virginia NPs work under a signed practice agreement with a patient care team physician until they attest to three full-time years of clinical practice or its equivalent.
The state's preceptor incentive changed hands in 2026, when SB 405, signed March 31, moved it from VDH to a new home at the Virginia Nursing Workforce Center. Its rules still tie eligibility to a student enrolled at a Virginia school, so precepting a TTUHSC student sits outside it.
From the Washington suburbs to Roanoke
The Virginia side of the Washington metro holds more people than any other metro in the state, ahead of the coastal Virginia Beach-Chesapeake-Norfolk metro, Richmond and Roanoke. The biggest health systems are Sentara Health, Inova, UVA Health, Carilion Clinic and VCU Health. They are landmarks, not TTUHSC sites.
Two of those metros cross state lines. The coastal one reaches into North Carolina, a state TTUHSC cannot accept graduate students from, and the Washington area spans DC, Maryland and West Virginia. TTUHSC's licensure page speaks of where a student is physically located, so the state you live in counts, not the metro. Moving elsewhere means alerting TTUHSC at least 60 days ahead, after which the new state's sign-off depends on the placement you plan there (moving guide, North Carolina).

Questions TTUHSC students ask
Does the Virginia Board have to approve my TTUHSC clinical?
No approval step exists on the Board's side. The Board regulates neither programs based elsewhere nor post-licensure education, and its clinical-site rules cover Virginia's prelicensure schools. What you do need is TTUHSC's approval of your preceptor and facility, plus the facility's own agreement to host you.
Can I take TTUHSC's online FNP from Richmond or Norfolk?
An application is open to you, since Virginia shows Meets beside every MSN NP track. Acceptance is up to TTUHSC, which wants out-of-state applicants to clear eligibility with Admissions beforehand. From Richmond or Norfolk, the FNP's clinical courses would be done locally, with the SON approving each preceptor and site.
Does Virginia's out-of-state RN exemption replace TTUHSC's license rule?
No. The Virginia statute lets RNs licensed elsewhere complete required advanced-program clinicals without a Virginia license, but TTUHSC sets its own bar: MSN students need a Texas or compact multistate RN license and DNP students any U.S. RN license, each current and unencumbered. Satisfy TTUHSC's rule first.
Can my Virginia preceptor claim the state's incentive for teaching me?
Not for a TTUHSC student. Virginia's Nurse Preceptor Incentive Program, now housed at the Virginia Nursing Workforce Center, pays out only when the student attends a Virginia nursing school, public or private nonprofit. TTUHSC is a Texas school, so hours spent precepting you fall outside the program.
