Maryland residents in TTUHSC's graduate nursing tracks
Maryland nurses can apply to TTUHSC's graduate tracks and complete precepted hours in Maryland, at a facility and with a preceptor cleared by SON staff and faculty. Two Maryland features stand out: a state income tax break that rewards unpaid NP preceptors, and a Board that vets each NP program ahead of certifying anyone who graduated from it.

No approval step on record on Maryland's side
Search the Maryland Board of Nursing's education material for a pre-clinical approval step aimed at programs from other states and nothing turns up. The Board raises out-of-state programs only in a licensure context, offering a tool that gauges substantial equivalency and keeping lists of prelicensure programs from elsewhere that it has or has not approved.
Two further provisions ease the path. A clause in the practice act lifts the licensure requirement for someone practicing advanced practice nursing as part of an accredited graduate APRN program (Health Occ. §8-301(d)(2)). Separately, Maryland's higher education commission asks schools based elsewhere to register ahead of online enrollment of Marylanders, yet COMAR 13B.05.01.02 excuses SARA-approved institutions, and TTUHSC is an NC-SARA participant.
Your license, and the Board's look at NP programs
Maryland has been a compact state since January 2018, and COMAR 10.27.01.03(B) lets holders of a multistate privilege work in Maryland under Maryland law. Think ahead to certification, too. The Board vets every NP program before certifying any graduate as an advanced practice nurse, and for a program not yet listed, it is the school that sends in the approval form, on the graduate's behalf. If Maryland practice is your goal, ask TTUHSC early where it stands. AANP counts Maryland as full practice, with new NPs declaring an 18-month mentorship with either a physician or a certified NP.
A tax credit written for NP preceptors
Section 10-739 of Maryland's Tax-General Article creates the Nurse Practitioner Preceptorship Tax Credit, a credit against Maryland income tax open to NPs and licensed physicians who take NP students without payment. Its conditions:
- A Board-approved preceptorship, for NP students enrolled in a program the Board recognizes
- Three or more rotations, every one lasting at least 90 hours, of community-based clinical training
- A training location the state health department has designated as short of health care workers
- An annual ceiling on total credits, with the law set to lapse after June 30, 2030
Whether a TTUHSC rotation counts under the Board-recognition wording is for the preceptor to settle with the Maryland Department of Health. Either way, it is worth raising when you approach a Maryland preceptor.
Baltimore, the capital suburbs and beyond
Roughly 2.86 million people call the Baltimore-Columbia-Towson metro home, and the Maryland counties of greater Washington add some 2.5 million; Lexington Park in Southern Maryland and Maryland's share of the Hagerstown-Martinsburg area complete the picture. Systems with Maryland NPs on staff include MedStar Health, Johns Hopkins Medicine, Luminis Health, the University of Maryland Medical System and LifeBridge Health. They show where care is delivered, not where TTUHSC holds arrangements, and every facility requires TTUHSC's approval.
To the north lies Pennsylvania, a state whose residents TTUHSC cannot accept into its graduate tracks, so aim the search at Maryland sites unless TTUHSC signs off on something else.

Those marks let you apply; they do not admit you. TTUHSC's graduate pages note that changing regulations stop the school from promising, when an application arrives, that it can accept students from every state, and they ask out-of-state applicants to check with the Admissions Team first. Could my Maryland preceptor claim the state's preceptor tax credit?
Maybe. Eligibility hinges on unpaid precepting by an NP or physician, a minimum of three rotations in community settings, each 90 hours or more, in an area the state health department lists as short-staffed, and a Board-approved preceptorship for students in a Board-recognized program. Your preceptor should ask the Maryland Department of Health whether a TTUHSC rotation fits.
Does the Maryland Board have to approve TTUHSC before my clinicals start?
Nothing in the Board's published material requires it; out-of-state programs come up there only as a licensure issue. Maryland's practice act, moreover, relieves graduate APRN students in accredited programs of licensure while they practice as part of the program. Your rotation runs on TTUHSC's approval of preceptor and facility.
Can a TTUHSC graduate get Maryland NP certification?
Maryland's Board approves each NP program before certifying graduates from it. Should TTUHSC's program be missing from Maryland's roster, it falls to TTUHSC, not you, to send in the Program Approval Form. If you intend to practice in Maryland, raise the list with TTUHSC well before graduation.
Can I do rotations in Pennsylvania from Maryland?
Ask TTUHSC first. Pennsylvania carries TTUHSC's unable-to-accept mark for graduate students living there, and any site outside your home state needs TTUHSC's approval. Plan on Maryland sites unless your course faculty approve something different.
