The unusual part is who reviews programs from other states: the higher-education board rather than the Board of Nursing, on a timeline measured in months.

How TTUHSC lists Mississippi
Every graduate table on TTUHSC's licensure disclosure gives Mississippi a "Meets," and no graduate restriction appears beside it.

A "Meets" is permission to apply, and the admission decision comes later. TTUHSC's graduate pages say regulations move too often for a promise about every state at application time, and they send out-of-state applicants to the Admissions Team to check eligibility before submitting.
IHL, not the nursing board, reviews programs
Mississippi splits nursing oversight. The Board of Nursing oversees practical nursing programs only, and from the RN level upward the standards belong to the state's Institutions of Higher Learning board, known as IHL. Programs from elsewhere, graduate ones included, are expected to match those standards once their students do clinical work in Mississippi, because IHL treats an in-state practicum as physical presence.
A review by IHL Nursing Education follows, a process IHL says can stretch to three months, and the school must either belong to SARA or carry MCCA's non-SARA distance-education authorization. IHL's 2024 procedures manual wants a program governed from outside Mississippi to file no later than four months before clinicals begin.
TTUHSC takes part in NC-SARA. Its public pages are silent on any IHL review, so raise a Mississippi site with your course faculty or the Graduate Coordinator well before the term you need it. The home-area clinicals guide covers TTUHSC's side of that approval.
Your license and the compact
Mississippi has operated under the compact since January 19, 2018. A nurse who declares Mississippi as primary residence and keeps a multistate license in good standing may work across other compact states, and the Board adds that employers there cannot insist on a remote-state license. Such a license meets the MSN rule; a single-state one does not. IHL adds a condition of its own: in APRN clinical courses, a post-licensure student's unencumbered RN license must cover practice in the state hosting the rotation. DNP applicants should read the RN license page for their programs' own wording.
Collaboration shapes NP practice here
Mississippi falls in AANP's reduced practice group. NPs practice under a Board-approved collaborative relationship, and the partner may be a physician or a dentist, licensed in Mississippi. Your preceptor's arrangement becomes part of what you observe.
Jackson is the biggest metro wholly in the state, ahead of Gulfport-Biloxi and Hattiesburg, and the Memphis metro reaches into north Mississippi, home to about 278,000 of its residents. Large systems include North Mississippi Health Services and Forrest Health, along with Singing River Health System and the state's academic hub, the University of Mississippi Medical Center (UMMC). Baptist Memorial Health Care, based in Memphis, runs Mississippi Baptist Medical Center in Jackson. Each is an example only, with no stated TTUHSC arrangement, and research found no state preceptor incentive.
Neighbors, Memphis and the 60-day rule
A new Tennessee law tells its nursing board to pause, for two years, approvals of programs based outside Tennessee, clinical placements included. TTUHSC, for its part, closes Louisiana and Arkansas to graduate applicants. For students in the Memphis suburbs, that points the search toward Mississippi sites. A move to another state requires notice to TTUHSC 60 days ahead, with the new state's clinical approval handled case by case (relocation guide).

Does a Mississippi site need extra approval before my TTUHSC clinicals?
Mississippi's IHL board treats in-state clinicals as a program's physical presence and reviews the program first; its manual wants that request filed four or more months before rotations start. TTUHSC's public pages say nothing about that review, so put the question to your course faculty or the Graduate Coordinator early.
Does my Mississippi nursing license work for TTUHSC's MSN?
It does if it is a multistate license, because TTUHSC's MSN rule accepts compact multistate licenses alongside Texas ones and Mississippi is a compact member. Check that your license shows multistate status and is unencumbered. A single-state Mississippi license would not fit the wording.
Could I do clinical hours in Memphis while living in Mississippi?
Plan on Mississippi instead. Tennessee's two-year pause on approving out-of-state programs reaches clinical placements, and Arkansas, the metro's third state, is closed to TTUHSC graduate applicants. Your program director decides any exception.
